Clause 12 which prohibites and penalises

influence the Commission

(vii) Clause 14(2) which provides that Regulations

may be made laying down the procedure

to be adopted by the Commission in cases

where advice tendered to Government is not unanimous.

I suggest that subject to any comments which Legal Advisers and C. S.D. may have we should telegragh approval of the Bill to the Governor.
